it does rotate but we can't specify where ...so we cant say abt enegy
1 atom may b losing energy while the other gaining it so net is conserved

if we consider only 1 atom.........the energy it will loose (will b probably taken by another atom........)but due to the energy loss wont electron collapse in the nucleus...........

Maxwell's equations have no relation to the movement of the electron. They describe the distribution of electromagnetic waves but not the movement of a particle such as an electron.
